Introduced in 1990 as an early 1991 model, the Chevrolet Caprice was a major change in styling over the boxy model it replaced. The Caprice had only one competitor in the police car market now, it was the Ford Crown Victoria. The Dodge Diplomat and Plymouth Gran Fury went out of production in 1989. New for the 1991 Caprice was a driver's airbag, anti-lock brakes, as well as the new styling. The chassis and powertrain were carry-overs from the 1990 model. (1) For the first time, the wagon version of the Caprice was available with a special service package for 1991. The wagon was only available with a 5.0 liter, 302 cid V-8, with 170 hp (2) . Ford 1991 the police package sedan was availabe with the 5.0 liter, 302 cid V-8, with 170 hp as it's base engine. Optional was a 5.7 litre, 350 cid V-8 with 195 hp. The larger, more powerful engine was selcted by 94% of the law enforcement agencies who ordered Caprices. (2) By 1991, Chevrolet had 60% of the police car market. (2)  For 1992, the larger 5.7 litre engine saw an increase in horsepower to 205. The 1993 model would carry over the samw engine choices as prior year. For 1994, the Caprice 9C1 Police Package received two new engines. Base engine was the new L99 4300 4.3 liter, 365 cid V-8 with 200 hp. The new high performance engine was the LT1 5.7 liter, 350 cid V-8 with 260 hp. This new LT1 engine, which borrowed technology from the Corvette LT1 engine, gave the best police car perfermance since the big block engines of the 1970's.

The 1991 to 1996 Caprice had slight sheetmetal changes over its 6 years. The 1991 Caprice had closed rear wheel well and its b and c pillars were black. For 1992 the body stayed the same but the b and c pillars were now painted the same color as the body of the  car. Changes for 1993 were open rear wheel wells, new tail lights, and
  CHEVROLET printed on the front grill. The body was unchange for 1994  For 1995, the car received a minor styling changes, new side mirrors, it had the rear roof pillar rounded off. For 1996, the final year of the Caprice, the police package sedan was mostly a carryover from the prior year with minor engine updates, and the Caprice station wagan special service packager was no longer available for 1996.
